As a Senior Highways Technical Specialist, you will be responsible for the co-ordination of works in the public highway, you will be working collaboratively across multiple departments, with excellent relationship building/stakeholder management and challenging skills, ensuring Severn Trent’s departments are aware of their obligation under NRSWA 1991 / TMA 2004, relevant code of practices and HAUC guidance’s to be compliant when working in the Highway.

 

You’ll be based at our Pride Park Offices in Derby, and work within our Work Force Planning and Optimisation (WPO) directorate. With this being such a critical role, we’re looking for someone who can join us 37 hours a week. There currently aren’t any line manager responsibilities that come with this position, however there could be as the team expands, so it could present some good development opportunities in the future.

 

Some key day-to-day responsibilities would include:

 

  • Responsible for managing a central repository for all programme submissions which will be reviewed and validated prior to submission 21 days before Highway Authority meetings.
  • Act as the focal point to provide/clarify legislative stance for challenges and mitigations of Traffic Management Act fines or threat of court actions.
  • Proactively work with data and insight, identifying process or policy gaps and driving improvement opportunities internally and externally.
  • Attend or ensure relevant representation to mandatory coordination meetings and be able to communicate key outputs from all necessary meetings to relevant departments.
  • Manage STW relationships with external Highway Authority stakeholders, including dispute resolution.
  • Take a proactive and prominent role in key industry bodies both at national and regional level.
  • You’ll represent and support this team at Regional Management meetings for performance action plans as and when required.
  • Act as Senior Subject Matter Expert and centre point for STW feedback on any TMA legislative consultations from government related to Street works.
  • Identify processes not compliant with Traffic Management Act legislation and where area of expertise requires, work with process owners for continuous improvement using Safer Better Faster Tools as appropriate.

  • The ideal candidate to join us would have a huge wealth of knowledge and experience of the Traffic Management Act regulations and legislation.
  • Already have a fabulous network of contacts nationally across the Street works industry.
  • A track record of managing, leading, coaching/ mentoring and inspiring teams.
  • A working knowledge of Microsoft work, PowerPoint and Excel.
  • Can confidentially present to an audience.
  • Experience in planning budget
  • Technical awareness of water end to end process.
